Cerberus monitors the populations of Zeus with a simple belief:
Rebellion begins long before the first weapon is raised.
Dissent is therefore treated as a threat in its earliest form.
A population does not need to be openly hostile to attract Cerberus attention.
It only needs to become unpredictable.
From central security ministries to planetary enforcement offices, Cerberus maintains vast surveillance systems capable of monitoring civilian movement, communications and behavioural patterns across entire colonies.
Its agents rarely announce themselves.
They do not need to.
The population already knows they are watching.
Cerberus officers operate alongside conventional police, military garrisons and imperial administrators, but their authority extends far beyond ordinary law enforcement. Investigations may cross planetary jurisdictions without warning. Local officials can be removed from command. Entire districts can be isolated while suspected networks are dismantled.
To Cerberus, civil rights are not absolute.
They are privileges granted by stability.
And stability must be protected.
Its most dangerous weapon is not the rifle.
It is information.
Cerberus does not simply hunt individuals.
It maps relationships.
A single act of resistance can become a web spreading across a city before the accused even understands how much Cerberus already knows.
That is why its symbol is feared long before its forces arrive.
These are often the first signs.
By the time armed Cerberus units appear, the investigation may already be complete.
Those judged useful can be interrogated, recruited or reconditioned.
Those judged dangerous disappear.
And those considered contagious to social order may simply cease to exist within official records.
Cerberus describes such actions as preservation.
To the empire, it is security.
To those living beneath it, it is something else.
Cerberus does not need every citizen to love Zeus.
Love is unreliable.
It only needs them to understand the consequences of defiance.
Within Zeus, House Cerberus represents the invisible architecture of control.
Hydra owns the sky.
Typhon owns the battlefield.
Leviathan ends what cannot be contained.
But Cerberus ensures the empire survives between wars.
It watches the population after the soldiers leave.
It listens after the speeches end.
It waits after the rebellion fails.
And when someone finally whispers that Zeus can be resisted—
Cerberus is usually already listening.
