The Kurotsume-shō — Imperial Ministry of the Black Talon is the hidden authority responsible for preserving the continuity, purity and supremacy of the Yokanashi Empire. It is not a conventional police force, intelligence agency or military branch.
It exists above them.
Its jurisdiction extends across Yokanashi-controlled worlds, fleets, territories and bloodlines, with authority capable of overruling planetary governors, military command and clan law. It answers directly to the Imperial Throne.
The military defends the borders.
The Black Talon defends destiny.
The Kurotsume-shō does not investigate crime.
It prevents deviation.
To the Black Talon, these are not isolated offences.
They are infections.
And infections are removed before they spread.
Its reach extends into every level of Yokanashi society.
No office is considered beyond suspicion.
No bloodline is considered sacred enough to escape examination.
No loyalty is simply assumed.
The Kurotsume-shō oversees ideological enforcement, counter-insurgency, political surveillance and the integrity of noble genetic lines. It can approve or deny modification, erase unauthorised divergence and intervene wherever the state believes inheritance itself has become a threat.
Its doctrine favours prevention over response.
Why destroy a rebellion after it begins—
when you can remove the people who might inspire it?
Remove the future, not the present.
The most feared arm of the ministry is its network of Black Cells.
These off-record detention facilities do not process prisoners through courts.
Those taken inside can be erased from census records, data systems and official history.
Prisoners do not leave.
Not even as corpses.
Its agents reflect the same philosophy.
Operatives are trained from adolescence or engineered specifically for service. Loyalty is enforced psychologically, ritually and biologically. Identity is considered secondary to purpose.
Some agents no longer remember their birth names.
When Kurotsume-shō units arrive, military forces step aside, civilian authority collapses and silence spreads faster than panic.
The Black Talon was born from fear.
Not fear of invasion.
Fear of the empire itself.
After an internal conspiracy known as the Ashen Accord nearly transformed Yokanashi rule from within, the Throne reached a terrifying conclusion:
An empire strong enough to dominate worlds could no longer afford to trust honour, lineage or tradition alone.
So the Kurotsume-shō was created.
“The Black Talon was born so the Empire would never bleed again.”

“The Talon feeds so the Empire remembers pain.”
